What Is TPD?
TPD stands for the Tobacco Products Directive (Directive 2014/40/EU), a regulatory framework established by the European Union to control the manufacture, presentation, and sale of tobacco-related products. The primary objective of TPD is to enhance public health protection by ensuring higher safety standards, transparency, and consumer awareness.
TPD regulates all stages of the product lifecycle, including production, product notification, packaging, labeling, and retail sales. It defines how products can be marketed, where they can be sold, and the information that must be provided to consumers.
The directive applies not only to traditional tobacco products such as cigarettes, cigars, and rolling tobacco, but also to electronic cigarettes and e-liquids. Under TPD, ingredients must be tested and disclosed, nicotine strength and product capacity are strictly limited, and packaging must include mandatory health warnings and safety features. These regulations ensure that all compliant products placed on the EU market meet consistent quality, safety, and consumer protection standards.
Why Does TPD Apply to Vaping Products?

What Are The Regulations/How Does It Affect Vaping?
There are a number of regulations, most of which affect the size of e-cigarettes capacity and how e-liquid is sold. By and large though, much of it from a consumers point of view remains the same. The main change was the way in which e-cigarette products had to be labelled.
Key Points of the TPD that you must know about we follow:
- E-cigarette tanks including pod systems and disposable vapes can now only contain a maximum of 2ml of e-liquid.
- The maximum bottle size of e-liquid containing nicotine is now 10ml.
- The highest strength nicotine e-liquid you can get is 20mg (that’s 20mg of nicotine per millilitre of e-liquid). In contrast to the States which can go as high as 50mg
- All nicotine-containing e-liquids must be packaged in child-resistant bottles.
- Products cannot contain caffeine or taurine.
- Packaging must indicate that the product contains nicotine and advertise the fact that nicotine is an addictive substance.
- All e-cigarettes and e-liquids must be submitted to the MHRA for approval before they can be sold

What the Disposable Vape Ban Means:
- From June 1, 2025, the sale of all single-use disposable vape devices will be prohibited in the UK
- Retailers, including First Choice Vape, will no longer be permitted to sell these products
- Manufacturers and importers must cease supply of disposable vapes before this date
- The ban applies to all disposable vapes regardless of nicotine content
